my pastry pizza thing is too doughy?

| I made some pastry baked it blind for 10minutes add ketchup, cheese and fried onion and cooked for 30 minutes. The thing is that i made puff pastry and the butter looked like it was frying it, when i baked it blind. When i ate some of it, it still tasted doughy. Should i keep it in the oven longer or give up hope? |
