Default Sausages Won't Freeze

We recently bought some Johnsonville Brats at Costco. As I
usually do, I wrapped the sausages individually in Saran and
put them in the freezer. Some of them will not freeze, even
though the freezer thermometer reads 10-15 degrees F. Other
sausages, as well as the steaks I also bought, are frozen.

What do you think? Are they safe to eat? Should I return
them?

-12C is about 10 degrees F Anything between 0 F and 10 F is fine. 15 F

a bit warm for a home fridge as you mention.
