any recipes for a good cake icing/rosting?

i tried to search the net for a recipe that is similar with the ones i usually find in birthday cakes in our area..

i don't think it is buttercream, because the frosting does not melt easily even it sits for long hours in a hot day...I usually find this frosting in birthday cakes in our area..

and i don't think it is meringue at all.

i think the frosting has a texture like that of a marshmallow when melted, really white i must say...it's fluffy, not too sweet or smooth like buttercream, and nothing like meringue...(by the way, meringue is like eating air for me, nothing to it, just look fluffly then poof, it's gone)
